Contract gate 2: “1 lít bằng bao nhiêu ml?” is H2 source question. Must reappear as H2 or H3 respectively exactly. Recheck if any source reappears abstractly (e.g., “1 lít sang ml” → rewrite to verbatim).
Gate 13: check for any “h2”: “1 lít bằng bao nhiêu ml?” being duplicated as a heading. If same text appears in both an H2 and later H2 list, push down to H3 level or merge with intro H2.
NOTE: All “holds”, “claims”, “has claimed”, “claimed that”, or “have claimed that” must get actor names.
All “source_url”: must have anchor text with authority context from host+path. “For instance” when writer cites a research source == he/she needs to name the actual organization or paper.

ACTOR NAMES: from named sources, get at least one from each claim’s source_url. If all claims are from same one, spread to pull from similar tier-2. Prefer specific product/service name over generic domain.
For each “claim”, rewrite to present “according to source_name”, or “source_name states”. So create an anchor: if url is domain.com/article, use anchor = “Article Title (by source_name)”, else “source_name.com”.
Anchor text must not be generic “source_url”.

Must verify with sources all claims made. Need ≥1 research note per item that facts cannot be casually linked. Must confirm any statement that appears as consensus from ≥2 sources.

GATE 16 — LOGIC OF SOURCE PURSUIT
If source = “tier2” or “tier3”, not from a primary authoritative source (measurement standards body, government agency), then claims in that source must be checkable against a Tier1 reference. If missing, add qualifier like “not officially standardized but commonly used”.

Qualifiers needed: When a statement from one source contradicts known system of units, add qualifier. When a statement repeats officially known system, no qualifier. When uncertainty, add qualifier like “unofficial”, “approximate”, “commonly accepted”, “typical”, “tùy loại chất”, “in common practice”, “widely used”, “in many contexts”.

CLAIM DATA CONDITIONING: NUMERIC — every numeric claim replaced by value with its unit, denoted via inline formula (like “1000 ml”). Values should match sources.
If no unit: add from context.

PROCEDURE FOR re-check questions + claims: For each must_cover_question from the plan, check if the article body has that same text as a heading. If any missing, instate as subheading under the main topical h2 that is its parent. Add how-to or info from sources.

If multiple recurrences of exact same question, dedup.
